Threats are not objective, but are socially
constructed. The question to ask is, "Who is
constructing your threats and why are they doing it?"

Here is a couple of pictures that succinctly
demonstrate the difference between "real" threats and
"constructed" threats.

The money graph is misleading because it includes
money spent on Iraq only. But the "Iraq money graph"
is interesting because no "terrorist" threat came from
Iraq. 15 of the 19 "pilots" came from Saudia Arabia.
None came from Iraq.
