In 1990, Gen. Kagame, who was the chief of military intelligence in Uganda, led a violent invasion of Rwanda from Uganda, with the approval and support – financial, military and political – of the United States government. This violent war changed the landscape of that region forever.

A Sept. 30, 2010, New York Times mentions how in the fall of 1994, a United Nations investigation discovered that Gen. Kagame’s forces had killed tens of thousands of innocent civilians that year. Under pressure from Bill Clinton’s government, the United Nations was forced not to publish that report

Bill Clinton said this about his buddy Gen. Kagame: “Right now I’m not going to pre-judge him because there’s this huge debate about what happened in the Congo and why, and I don’t know.” To which human rights researcher Carina Tertsakian responded to the Daily Beast: “It is not a matter of pre-judging. … The facts are well-established. … There is no doubt that Rwandan troops, together with their Congolese allies, committed large-scale massacres and other grave human-rights violations against Rwandan and Congolese civilians. The evidence is there for all to see. What more does Clinton need?”

bloodier and more destructive invasions, insurgencies, and civil wars that have ravaged several countries in the Great Lakes region of Central Africa over the same years may have been subjected to even greater misrepresentation.

Western establishment swallowed a propaganda line on Rwanda that turned perpetrator and victim upside-down.

In the much-cited 1999 study, “Leave None to Tell the Story”: Genocide in Rwanda, on behalf of Human Rights Watch and the International Federation of Human Rights in Paris, Alison Des Forges writes that “By late March 1994, Hutu Power leaders were determined to slaughter massive numbers of Tutsi and Hutu opposed to Habyarimana,” and that on April 6, 1994, with the assassination of Habyarimana, “[a] small group of his close associates…decided to execute the planned extermination.”

...The “Rwanda genocide” began with the 1990 invasion of northern Rwanda by Ugandan forces that brutally targeted everyone in their path. By the time the RPF/A forces—comprised mostly of seasoned Ugandan troops—reached Kigali, more than 800,000 IDPs (internally displaced persons) were hovering around the capital city: they were terrified, they were homeless, they were hungry, they were angry and—justifiably—they took up arms. The United Nations Assistance Mission for Rwanda (UNAMIR) and its Canadian General Romeo Dallaire clandestinely backed the illegal guerrilla war.3

The guerrilla wars in Rwanda and South Sudan were prosecuted much like the CIA-backed low-intensity guerrilla warfare, spawned by Washington, against populist movements in Honduras, Nicaragua, Chile and Guatemala. This is exactly what is playing out in Congo and Sudan today: low-intensity guerrilla warfare prosecuted by powerful shadow forces competing for land and loot.

SPLA leader John Garang received military training at the School of the Americas, Fort Benning, Georgia. Paul Kagame received training at Fort Leavenworth, Kansas. At the time he was sent for training, Kagame was Museveni’s director of military intelligence; upon his return he assumed command of the army created, financed and trained by Uganda: the Rwanda Patriotic Army.

Both Garang and Kagame likely received “counter-insurgency” training through the Pentagon’s International Military Education and Training Program (IMET). Since 1998, the IMET program has provided training to 318 RDF and 291 UPDF soldiers. Many other IMET soldiers who attended the notorious School of the Americas are today known human rights violators in Latin America...

Keith should be given a lot of respect for risking his life on the ground in Africa to bring us reports…for which he receives no personal compensation. In addition, his ability to make connections between horrors in Africa and U.S. interests/abominations elsewhere is very worthwhile.
