BILL CLINTON'S GENOCIDE



More than 6 million civilians would later die under Bill Clinton’s eight-year reign – with American money, weapons and political support.

Bill Clinton is the one who established the stranglehold that the murderous gang of Gen. Kagame of Rwanda and Yoweri Museveni of Uganda have on the people of central Africa

In 1990, Gen. Kagame, who was the chief of military intelligence in Uganda, led a violent invasion of Rwanda from Uganda, with the approval and support – financial, military and political – of the United States government. This violent war changed the landscape of that region forever.

A Sept. 30, 2010, New York Times mentions how in the fall of 1994, a United Nations investigation discovered that Gen. Kagame’s forces had killed tens of thousands of innocent civilians that year. Under pressure from Bill Clinton’s government, the United Nations was forced not to publish that report

But that was 1994, a year that is famous for extremist Hutus who went on a rampage
after that

Gen. Kagame of Rwanda and Yoweri Museveni of Uganda used American money, American weapons and, with American political support, attacked neighboring Democratic Republic of Congo, where their forces butchered so many millions of civilians

Bill Clinton said this about his buddy Gen. Kagame: “Right now I’m not going to pre-judge him because there’s this huge debate about what happened in the Congo and why, and I don’t know.” To which human rights researcher Carina Tertsakian responded to the Daily Beast: “It is not a matter of pre-judging. … The facts are well-established. … There is no doubt that Rwandan troops, together with their Congolese allies, committed large-scale massacres and other grave human-rights violations against Rwandan and Congolese civilians. The evidence is there for all to see. What more does Clinton need?”

bloodier and more destructive invasions, insurgencies, and civil wars that have ravaged several countries in the Great Lakes region of Central Africa over the same years may have been subjected to even greater misrepresentation.

Western establishment swallowed a propaganda line on Rwanda that turned perpetrator and victim upside-down.

In the much-cited 1999 study, “Leave None to Tell the Story”: Genocide in Rwanda, on behalf of Human Rights Watch and the International Federation of Human Rights in Paris, Alison Des Forges writes that “By late March 1994, Hutu Power leaders were determined to slaughter massive numbers of Tutsi and Hutu opposed to Habyarimana,” and that on April 6, 1994, with the assassination of Habyarimana, “[a] small group of his close associates…decided to execute the planned extermination.”

We know little about who assassinated Habyarimana.” This is a false statement, as we show in detail below.

“We know more about who used the assassination as the pretext to begin a slaughter that had been planned for months” is true enough, but in exactly the opposite sense reported by Des Forges.2

Bernard Kouchner’s prescription for war




The history of neoconservatism has been well documented as a trajectory from Left to Right and specifically from anti-Stalinist Left to pro-war and anti-conservative Right.

Kouchner was appointed to one of France’s highest offices of state in 2007 by the newly elected president, Nicolas Sarkozy

Kouchner is a self-styled progressive who has systematically supported war, supposedly for humanitarian purposes, ever since the late 1960s.



came under attack after Pierre Pean, a leading French investigative journalist, published an expose entitled Le Monde Selon K. Firing back, Kouchner rallied important friends to his defense including Secretary of State Hillary Clinton. Fashionable neocon litterateur Bernard Henri Levy called Péan “a dwarf.”



Kouchner cut his medico-political teeth in Biafra, the province of Nigeria where a vicious war of secession broke out in 1967. to Biafra under the auspices of the Red Cross. He was there by the beginning of September, and this was to prove his baptism of fire.

Kouchner and his colleagues did good work, but their sympathy for the victims of war quickly turned into active military support for the Biafran cause
An embargo on flights having been broken by Caritas and the Red Cross, planes carrying arms duly flew in from neighboring Gabon alongside the ones carrying medical supplies

In a highly unethical confusion of medicine and politics he and his Red Cross colleagues looked the other way used the military planes themselves called for their hospital staff to be armed so they could better fight for Biafran independence.

for Kouchner, neutral humanitarianism was rubbish. “Dr. K.” denounced the very concept of neutrality on which the Red Cross called for the Geneva Conventions to be changed so that medics could take sides in war

At the end of 1968, he created the Committee for the Fight Against the Genocide in Biafra He denounced “the horrors of this conflict perpetrated by Lagos in league with imperialist powers.”

When Biafra fell to Nigerian forces in January 1970, Kouchner saying that the Biafran “genocide” was the worst massacre in the world since the Holocaust. He was to reuse this simple formula on many occasions
his battle for Biafra coincided exactly with the geopolitical support de Gaulle’s government was then giving to the Biafrans (against the support given to Nigeria by Britain and America)
both sides were fighting for control of the oil reserves off the Nigerian coast.

because he had fought with the International Brigades in the Spanish Civil War
attacked the Left for having abandoned the concept of “a people’s war” (la guerre populaire) and adopting what he denounced as a smug and morally disgraceful pacifism.

What mattered to him was the media. Kouchner loved nothing more than promoting a cause

Demographer Emmanuel Todd nicknamed Kouchner’s new group “Soldiers Without Borders” in 2007, in an article wondering what sort of a physician systematically prefers war to peace.

the dying Bosnian President Alija Izetbegovic, who admitted in 2003 that the camps had not been “extermination camps” at all and that he had pretended otherwise in order to curry sympathy and military support from the West.
But it was over the Rwanda genocide in 1994 that Kouchner started to make serious enemies in France. One of them was Pierre Péan.
A veteran journalist who has written books
including an excellent account of François Mitterrand’s youthful work for the Vichy government, Péan disagreed violently with the popular view of Rwanda. He did not deny that Hutus had killed Tutsis
but he insisted that the reverse was also true. He further resented
the political instrumentalization of the genocide to blacken France’s name.
Pean produced a book on Rwanda and became an implacable opponent of the RPF regime in Kigali under President Paul Kagame.

Diplomatic relations with France were broken off in 2006 when a French judge issued arrest warrants for members of Kagame’s entourage on the basis that the president ordered the assassination of the two Hutu presidents (of Rwanda and Burundi) in April 1994, the event that all agree sparked the conflict.
Following his close study of the Rwanda story, Pean turned his ire directly on Kouchner to produce Le Monde Selon K

Kouchner is in fact one half of France’s most powerful power couple: Christine Ockrent, his wife, is one of the most influential TV journalists in France and head of the holding company that owns all the radio and TV channels that France broadcasts abroad.
She is also a regular invitee to the meetings of the Bilderberg Group and the European Council on Foreign Relations

RWANDA

Mode of extraction

It bears the primary responsibility for the political and economic instability in the Great Lakes Region (including the overthrow of the Congolese government), which is functional to its mode of extraction of wealth and its regional dominance.

It practises, and has contributed to, a complex, regional regime of illegal economic transactions, evasion of UN sanctions, arming of militias, criminal business organisations, and disregard of neighbours’ borders and fiscal systems, which has greatly impoverished the region.

The RPF has used an extraordinary amount of violence, domestically and internationally. It has killed several thousands Hutus, citizens and others, and is responsible for the deaths of even more through displacement, malnutrition and hunger. It has denied hundreds of thousands of children the opportunity of education, and deprived millions of family and community life. It has conscripted child soldiers. The UN has voluminously documented these practices and repeatedly chastised Rwanda for its irresponsible behaviour in the DRC. Beneath the gentility of RPF leaders, the tidiness of Kigali, and its gleaming high rise buildings, I found a country deeply fragmented, operating under the hegemony of a small Tutsi political elite, which rules through oppression and fear.

Effective Public Relations

I discovered that these leaders are extraordinarily effective at public relations, especially as directed at the West, and make the most of the guilt in the West for doing so little to prevent the terrible genocide in 1994, directed largely but not exclusively at the Tutsi.

KEYS TO THE CONGO

...The “Rwanda genocide” began with the 1990 invasion of northern Rwanda by Ugandan forces that brutally targeted everyone in their path. By the time the RPF/A forces—comprised mostly of seasoned Ugandan troops—reached Kigali, more than 800,000 IDPs (internally displaced persons) were hovering around the capital city: they were terrified, they were homeless, they were hungry, they were angry and—justifiably—they took up arms. The United Nations Assistance Mission for Rwanda (UNAMIR) and its Canadian General Romeo Dallaire clandestinely backed the illegal guerrilla war.3

The guerrilla wars in Rwanda and South Sudan were prosecuted much like the CIA-backed low-intensity guerrilla warfare, spawned by Washington, against populist movements in Honduras, Nicaragua, Chile and Guatemala. This is exactly what is playing out in Congo and Sudan today: low-intensity guerrilla warfare prosecuted by powerful shadow forces competing for land and loot.

SPLA leader John Garang received military training at the School of the Americas, Fort Benning, Georgia. Paul Kagame received training at Fort Leavenworth, Kansas. At the time he was sent for training, Kagame was Museveni’s director of military intelligence; upon his return he assumed command of the army created, financed and trained by Uganda: the Rwanda Patriotic Army.

Both Garang and Kagame likely received “counter-insurgency” training through the Pentagon’s International Military Education and Training Program (IMET). Since 1998, the IMET program has provided training to 318 RDF and 291 UPDF soldiers. Many other IMET soldiers who attended the notorious School of the Americas are today known human rights violators in Latin America...

Keith should be given a lot of respect for risking his life on the ground in Africa to bring us reports…for which he receives no personal compensation. In addition, his ability to make connections between horrors in Africa and U.S. interests/abominations elsewhere is very worthwhile. He is not about “debating,” but rather DOING something regarding the atrocities. In that vein, he tries to educate one and all. Thanks, Keith. — Marcelle
